Purpose of Position

The purpose of this position is to create, maintain, and distribute the Collector’s Office financial documents with a keen attention to detail; to prepare, facilitate, and administer the monthly distributions of tax dollars to various political subdivisions; and to solve problems under the Collector’s direction with a positive disposition and friendliness.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Accounting/Financial:

Prepare the monthly tax distribution to various political subdivisions and taxing districts; ensure timely reporting of all monthly financial information to county offices and taxing districts.

Coordinate efforts, communications, and delivery of tax distributions with various political subdivisions including audit assistance when required.

Balance all bank accounts for Collector’s office; prepare checks, reports, general ledger accounts and journal entries, and reconcile bank statements; construct balance sheets and income statements; and track returned checks.

Classify accounts in Collector’s accounting software; responsible for the accurate posting and classification of the daily collections, preparing files, and maintaining accurate and comprehensive records of each day’s transactions.

Maintain all revenue and expense accounts.

Apply accounting principles and procedures to analyze financial information through the efficient use of resources and procedures to propose recommendations to resolve accounting problems and implement solutions to maximize efficiency and effectiveness.

Ensure financial records are maintained in compliance with generally accepted accounting principles; implement and maintain accounting control procedures; and resolve accounting discrepancies and irregularities. Balance Daily Entries at Mid-Month and End-of-Month.

Prepare and maintain tax accounts receivable spreadsheets and balances totals with Clerk.

Assist Auditor and Treasurer with questions regarding distributions.

Submit financial documents to County Clerk, Auditor, and Treasurer.

Consult with Collector and Chief Deputy to ensure appropriate accounting control procedures.

Responsible for preparation of annual report.

Prepare and/or review for accuracy checks for refunds, redemptions, and overpayments. Assist with refund questions when requested.

Essential systems used will include Microsoft Outlook 365, Teams, Carbook, IS World, DevNet, PACER, QuickBooks, Excel, and Word.

Miscellaneous:

Process bankruptcy applications and payments as well as probate claims.

Calculate interest amounts and prepare spreadsheets for releases and refunds of tax payments under protest in accordance with statutory requirements.

Determine and record remaining taxes due daily.

Assist cashiers as needed, issuing change, clearing notes, assessor errors, entry adjustments during Cashier Supervisor’s absence.

Assist in handling customer questions and complaints; answer employee questions and provide on-the-job guidance.

Work with various offices and/or companies on real estate issues such as legal descriptions, parcel splits and parcel combinations.

Additional Tasks and Responsibilities

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

Foster a positive and friendly work environment.

Answer telephones and provide customer service.

Perform a variety of clerical tasks such as typing labels, licenses, letters, and envelopes, stuffing envelopes, and filing related documents.

Assist Collector, Chief Deputy and IS in identifying and correcting programing errors.

Minimum Training and Experience Required to Perform Essential Job Functions

Bachelor’s degree with an emphasis in accounting and one to two years’ experience with a ten key and a computer or any other combination of education and/or experience that provides equivalent knowledge, skills, and abilities.
